For the purposes of assessing the competitive impact of the concentration examined and based on the merging parties’ sectors of activity, the relevant markets are (a) the broader market for the provision of real estate services, in which both parties are active, (b) the sub-market for real estate acquisition and exploitation through rental (real estate rental), in which the Target Company is active, (c) the sub-market for the development of real estate for commercial use, in which the Notifying Party is active, (d) the construction market (public and private construction works), and (e) the facility management service market, in which the Notifying Party is active.

Clearance decision on the notified concentration, pursuant to Articles 5-10 of Law 3959/2011, concerning the acquisition by "AKTOR GROUP OF COMPANIES" of sole control over the company "MILORA SM S.A." and, through the latter, the acquisition of assets of "PRODEA INVESTMENTS S.A.", following the Statement of Objections under ref. no. 1867/05.03.2025.

Operative part of the Decision

The Hellenic Competition Commission, in Chamber sitting, unanimously approves, pursuant to Article 8 (3) of Law 3959/2011, the notified concentration concerning the acquisition by "AKTOR GROUP OF COMPANIES" of sole control over the company "MILORA SM S.A." and, through the latter, the acquisition of assets of “PRODEA INVESTMENTS S.A. as, although falling within the scope of Article 6 (1) of the Greek Competition Act, it does not raise serious concerns as to its compatibility with competition rules in the individual markets concerned.
